“I don’t think there’s any dispute that security has played a major role in that, in terms of domestic security — window locks, alarms, etc — and certainly in relation to vehicles, with immobilisers, deadlocks, et cetera,” he said.
A total of 550 homicides, which include murder, manslaughter and infanticide, were recorded — down 14 per cent on the year and the lowest level since 1983. Mr Flatley said: “Over two-thirds of homicides are committed by partners, ex-partners or other family members and that is what’s driving the change. I haven’t got an explanation as to what’s causing that.”
Home Office figures in January showed incidents of domestic violence at their lowest for six years.
Yesterday’s separate figures in the CSEW, which used to be called the British Crime Survey and is based on a survey of 40,000 households, revealed 625,000 pickpocketing offences last year — up 17 per cent on 2009-10. Thefts from sheds and gardens as well as bag snatches have also increased, adding to concern that the economic downturn is driving up low-level, acquisitive crime.
There were more than a million incidents of other personal theft, such as stealing a mobile phone or bag from pub or restaurant, a 10 per cent rise on the previous year, according to the survey. Thefts from sheds and gardens stood at 1.4 million — another 10 per cent increase. Around half involved garden furniture.
The fall in crime comes as police are facing budget cuts of up to 20 per cent and rank and file officers have warned offences will rise.
Nick Herbert, the policing minister, said: “Today’s figures show that, despite the challenge of reducing police budgets, crime has continued to fall.
“They give the lie to the spurious claim that there is a simple link between
overall police numbers and the crime rate.
“Police forces should be congratulated for continuing to drive down crime and maintaining their service to the public while saving money.”
